Does Insurance Cover Telehealth Psychiatry in Massachusetts? A 2026 Guide

If you have been thinking about starting psychiatric care but are not sure whether your insurance will cover a telehealth visit, you are not alone. It is one of the most common questions I hear from new patients at Resilient Minds Health & Wellness, and the good news is that the answer, for most people in Massachusetts, is yes.

As a board-certified psychiatric clinical nurse specialist, I want to walk you through exactly how insurance coverage works for telehealth psychiatry in Massachusetts so you can make an informed decision about your care.

Massachusetts Has Some of the Strongest Telehealth Protections in the Country

In 2021, Massachusetts signed into law Chapter 260 of the Acts of 2020, a landmark telehealth bill that established permanent protections for patients seeking behavioral health care remotely. Here is what that means for you in practical terms:

Coverage parity. If a mental health service would be covered when delivered in person, your insurance plan must also cover it when delivered via telehealth. Your insurer cannot deny coverage simply because you are seeing your provider through a screen instead of sitting in an office.

Rate parity for behavioral health. This is the part that matters most for psychiatric care. Massachusetts law requires that insurers reimburse behavioral health providers at the same rate for telehealth visits as they would for in-person visits. This parity is permanent. It does not have an expiration date, unlike some other telehealth provisions that sunset in 2023.

Audio-only visits are covered. If you do not have reliable internet or a private space for a video call, Massachusetts law also requires coverage for audio-only behavioral health visits at the same rate. This removes a significant barrier for many patients.

Which Insurance Plans Cover Telehealth Psychiatry?

Most insurance plans in Massachusetts cover telehealth psychiatric services, but the specifics depend on your plan type.

State-regulated commercial plans. If you get your insurance through a Massachusetts-based employer or through the Health Connector, your plan is almost certainly covered by the state parity law. Plans from Blue Cross Blue Shield of Massachusetts, Harvard Pilgrim, Tufts Health Plan, and other major carriers are included.

MassHealth (Medicaid). MassHealth reimburses for telehealth services at parity with in-person visits, including video and audio-only appointments. If you have MassHealth, telehealth psychiatry is covered.

Medicare. Medicare covers telehealth mental health services, though there are additional requirements. As of late 2025, Medicare requires that you have an in-person visit with your telehealth provider within the first six months and then at least once every twelve months after that. This is a federal rule, not a Massachusetts rule.

Self-funded employer plans (ERISA plans). Large employers often self-fund their health plans, which means they are regulated by federal law rather than Massachusetts state law. Most of these plans do cover telehealth psychiatry, but the state parity mandate may not apply. It is worth checking with your HR department or calling the number on the back of your insurance card.

What to Ask Your Insurance Company Before Your First Appointment

Before scheduling, I recommend calling your insurer and asking these specific questions:

  1. Does my plan cover outpatient psychiatric services delivered via telehealth?

  2. Do I need a referral from my primary care provider? Some plans, particularly HMOs, require a referral before seeing a specialist.

  3. What is my copay or coinsurance for a telehealth mental health visit? Make sure to ask specifically about telehealth, not just in-person visits.

  4. Is there a deductible I need to meet first?

  5. Are there any visit limits for mental health services? Under federal and state parity laws, visit limits for mental health should not be more restrictive than for medical or surgical benefits, but it is still worth confirming.

Write down the name of the representative you speak with and the reference number for the call. This protects you if there is ever a dispute about what you were told.
